  In the howling rain and wind, I clawed my way down 26th St. to the corner of SVNess this morning only to find this expectation for real: a closed sign in the window.
  
  Also, a sign banning any dogs except for the visually impaired.
  
  When I repaired to Muddy's for a coffee and croissant, I found they also now have a no dogs posting. Has the Health Dept been cracking down on canines?
